Local Plan adopted in July 2015
On 18 February 2016 it was ordered by the High Court of Justice that Policy Bicester 13 of the Adopted Cherwell Local Plan 2011-2031 be treated as 'not adopted' and remitted to the Secretary of State for Communities and Local Government. It was also ordered that the Secretary of State appoint a planning inspector who recommends adoption of Policy Bicester 13 subject to a modification that deletes from the policy the words 'That part of the site within the Conservation Target Area should be kept free from built development'.
On 10 March 2016, the Council was notified that a Planning Inspector had been appointed. On 18 May 2016 an addendum to the Local Plan Inspector's report was received.

The Cherwell Local Plan 2011-2031 Part 1 was formally adopted by Cherwell District Council on 20 July 2015.
The Plan provides the strategic planning policy framework and sets out strategic site allocations for the District to 2031. Now adopted, the Plan forms part of the statutory development plan and provides the basis for decisions on land use planning affecting Cherwell District.

- Habitats Regulations Assessment
The Inspector's Report on the Examination into the new Cherwell Local Plan 2011-2031 is now available. Officers are considering the report and it is intended that it will be presented to Members at meeting of the Council on 20 July 2015.
Hard copies of the document are available for viewing or purchase at Bodicote House. Hard copies will also be made available at Council offices and libraries around the district.

The Planning Inspectorate has advised the Council that the Inspector's Report should be dispatched to the Council by 22 May 2015 for fact checking. The report will be made publicly available as soon as the Council and the Planning Inspector have completed that process and the final report has been received.
The Inspector will carry out accompanied site visits to RAF Upper Heyford and RAF Bicester on Tuesday 24th February 2015. The site visit to RAF Upper Heyford will commence at 10.30am, an itinerary for the tour is available below. The visit to RAF Bicester will then follow at approximately 2pm. Should anyone be interested in attending either tour they should contact the Programme Officer in advance.
A schedule of hearing minor modifications was submitted by the Council on 6 February as requested by the Inspector. A number of related documents were also submitted. The documents comprise:

Illustrative Cherwell Submission Local Plan (06/02/2015)
An illustrative text of the Submission Local Plan as proposed to be modified (February 2015) has also been produced to assist the Examination. As the text is not a Submission document the Submission Local Plan (January 2014) and the Proposed Modifications (August, October and December 2014 and February 2015) should be relied on as the primary sources.
